| Abuse filmed by the BBC at a Bristol residential hospital has been condemned as "shocking" by the government.
It comes after police arrested and later bailed four people over the treatment of patients with learning difficulties at Winterbourne View.
Care Services Minister Paul Burstow said he was determined to strengthen safeguards for vulnerable adults.
The care watchdog said there was an "unforgivable error of judgement" in not investigating earlier abuse claims.
During five weeks spent filming undercover, BBC Panorama's reporter captured footage of some of the hospital's most vulnerable patients being repeatedly pinned down, slapped, dragged into showers while fully clothed, taunted and teased.

i watched this last nite absolutly shockibg and it has been on the news today 13 suspended and 1 woman and 3 men have been arrested and are ob police bail | |

| i saw that and i thought that was very wrong what people can do to other people and not nice for the familys | |

| These people need to be treated the same as they have treated those poor patients. |

| They should all be shoved into a room and treated exactly the same way by the poor elderly peoples family , Give me a baseball bat Id happily oblidge ,. There treatment of people in there care is appalling ,As for him with tatoos he looked like he had just been realised from a maximum security prison . | |

There treatment of people in there care is appalling ,As for him with tatoos he looked like he had just been realised from a maximum security prison . they should have to have the same police checks everyone else has to you even need police checks to join the fire service ffs never mind looking after other human beings who are not as fortunate as us | |

| I had to have police checks before I got my job too and I train dogs ffs , Even they seem more important than the neanderthals they put in charge of children and elderly . | |

| Nothing suprises me any more hun, A few years back my grandpop was in hospital with pnemonia ,He was able to dress himself and walk out of a hospital , Hitch a lift home by someone he knew him and passed him on the road and was back in his house for 3 hours before the hospital bothered to notice . I rang them to ask how he was while siting next to him when thay said he was doing ok and could be home within the week , When i asked could I speak with him I was told he was resting . To which I not so polietly told yes he is in his own lounge . I filled a complaint against the hospital I heard feck all back from them apart from a meagre statement stressing how sorry they were and that they were understaffed and could not be expected to know the where abouts of every patient He was 87 ffs . ,And walked extremley slowly on two sticks ,How the hell no one noticed beggars belief .

| My grandpop was just glad to get back into his own bed and be able to have his wee dram for his night cap . He didnt want any more trouble so I just obeyed his wishes . | |

| I have a son with special needs and I DREAD the day he will need care like that. If anyone ever did anything like that to him I wouldn't be responsible for my actions. Just remember though..............karma. One day these wicked people will get what's coming to them. | |
