roadside tributes

Bolton council are planning to remove all floral roadside tributes after a month because they say they could be a hazard or a distraction to drivers.
Many people say placing and tending flowers where a person has died in a RTC is a way of helping them through the grieving process.
are they right to remove them after a month??

I think they shouldn't be there in the first place..that's why we have graves and memorial gardens for..
